The hotel was comfortable and luxurious and was set apart by its character and distinction.\r\n\r\nAt The Ampersand Hotel we take our responsibilities to the planet seriously. We are running on 100 per cent renewable electricity sourced from wind solar and biomass generators.

<p>Brief History of UWASS.socThe first water supply distribution network was built for Kabul city in 1880 at Amir Abdulrahman khan period by using water springs (fountains) located behind Ibn-e-Sina hospital. Afterwards water supply services developed in Kabul at Amir Habibullah khan period in (1915-1920) by using water canals located in Paghman district, after that in 1970 water supply services began in other cities like Herat, Mazar-e-Sharif, Jalal Abad and Kandahar. In order for better coherence and management Afghanistan Water Supply Utility stablished according to the decree No of 1224 under the Ministry of Urban Development and Housing in 20/Feb/1975 and it’s published in official journal No. 301 dated 05/Jun/1975, subsequently Afghanistan Water Supply Utility converted from central authority for water supply and sewerage to Urban Water Supply &amp; Sewage State-Owned Corporation as a governmental joint corporation in 2009 and its main objective is to provide productive sustainable water and wastewater services for urban and semi-urban areas of the country.</p>

<p>The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.</p> <p>Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2.</p>

<p style="text-align:right;"><strong>پروژۀ تغییر:</strong></p> <p style="text-align:right;">پروژه تغییر مستقیماً جوابگو به چهارچوب صلح و انکشاف ملی افغانستان بشمول اولویت انکشافی در مورد سیستم سازی پاسخگو و موثر اداره عامه و همچنان به هدف ایجاد، حفظ و تقویه تخصص گرایی خدمات ملکی میباشد.</p> <p style="text-align:right;">هدف کلی پروژه تغییر عبارت است از تقویت ظرفیت وزارت ها و ادارات دارای اولویت از طریق استخدام بست های کلیدی به اساس شایستگی، بهبود مدیریت کارمندان و پلانگذاری بهتر منابع بشری.</p> <p style="text-align:right;">پروژه تغییر توسط صندوق وجهی کمک ها برای بازسازی افغانستان (ARTF) و انجمن انکشاف بین المللی (IDA) گروپ بانک جهانی تمویل میگردد و کمیسیون مستقل اصلاحات اداری و خدمات ملکی به نماینده گی از دولت جمهوری اسلامی افغانستان این پروژه را تطبیق مینماید. </p> <p style="text-align:right;">بر اساس پلان استراتیژیک منظورشدۀ منابع بشری، وزارت‌ ها و ادارات برای هر بست دارای متصدی و خالی شامل این پروژه، در شروع هر سال وظایف کلیدی (Key Deliverables) و شواهد اثباتیه (Means of Verification) مطابق به لایحۀ وظایف، اهداف اساسی اداره، در هم‌آهنگی با آمر مستقیم ترتیب و ضم قرار داد کاری شان می‌گردد. ارزیابی اجراآت کارکنان که از این طریق استخدام می‌گردند، درختم هر سال به اساس گزارش منظور شده اجراات کاری شان در مقابل وظایف کلیدی و شواهد اثباتیه صورت می‌گیرد و تمدید قرار داد کاری کارکنان برای سال بعدی مشروط به تکمیل موفقانه این وظایف می باشد.</p> <p style="text-align:right;"><strong>در مورد اداره عالی تفتیش: </strong></p> <p style="text-align:right;">اداره عالی تفتیش یگانه نهاد عالی مستقل بازرسی کننده امور مالی و حسابی وزارت ها، ادارات، تصدیها و موسسات، شاروالی ها و سایر نهاد های دولتی میباشد که درسال 1300 هـ، ش درچوکات دولت تحت نام دیوان سنجش مسمی گردید و از آن زمان به این طرف تحت نام های مختلف فعالیت های تفتیش و تفتیش ادارات دولتی را انجام میدهد.</p> <p style="text-align:right;">این اداره با داشتن ۹۸ سال سابقه کاری، عضویت سازمان بین المللی ادارات عالی تفتیش( (INTOSAIسازمان آسیایی ادارات عالی تفتیش ( ASOSAI )، سازمان همکاری های اقتصادی ادارات عالی تفتیش (ECOSAI ) را داشته است و فعلا عضویت کمیته رهبری سازمان ایکوسای را داراد.</p> <p style="text-align:right;">ادارۀ عالی تفتیش وظایف؛ تفتیش رعایت قوانین ومقرراتCompliance Audit، تفتیش حساب قطعیه دولت و صورت های مالی Qatia and Financial Audit، تفتیش مساعدت های خارجیGrants Audit، تفتیش تکنالوژی معلوماتیIT Audit، تفتیش عملکرد و محیطی Performance &amp; Environmental Audit، تفتیش خاص Special Auditو تفتیش مصارف محرمConfidential Audit را دارا بوده و در حوزه کاری مربوطه فعالیتهای شانرا انجام داده و به مقام عالی ریاست جمهوری و شورای ملی گزارش میدهد.</p>
