Its programs specially targeted to ensure its support to establish rights of the children to remove social injustice and bring a society free from discrimination.</p> <p> </p> <p> </p> <p>Background on Database Management</p> <p> </p> <p>The Ministry of Justice functions in the framework of Afghanistan Constitution, Law on Main Structure of the Government and other legislative documents and is one of the key administrations of the government.</p> <p>Within the framework of the Ministry of Justice the Department of State Cases holds direct relations with the Office of Deputy Minister for Professional Affairs for the Ministry of Justice and plays a key role in;</p> <p>Filing lawsuits on behalf of the government.<br /> Defending the interests of the government in the courts.<br /> Issuing preemptory rulings to the parties with financial disputes and claims originating from contracts between government organizations and joint companies.</p> <p>The department cooperates with other departments and branches of MOJ and acts according to the directions of the Office of the Minister. Based on the provisions of the Law on State Cases, the main tasks of the Department of State Cases include defending the interests of the State in the courts, reconciliation, and issuance of reconciliatory decisions between the different government institutions</p> <p>The Department of State Cases has permanent relations with all departments of the Ministry of Justice particularly the Central Hoqooq Department, Hoqooq Department of Kabul province and Taqnin Department. In terms of financial and real estate affairs, it has direct relations with Hoqooq Department of Kabul province.</p> <p>Under the overall direction of the General Director and the head of the administration office, the incumbent will be responsible to manage the filling system and establish a database in MS office and make entries of all old and new cases at the Department of State Cases to make it easily accessible for the technical staff of the DGC.</p>

<p>Afghanistan is one of the countries that have the huge number of refugees hosted worldwide. Based on the statistics presented in 1393 by the Ministry of Refugees and Repatriation (MoRR), more than six million of Afghan refugees live in 73 countries of the world. Some Afghan refugees return home in various ways annually, but some others migrate to other countries. Reports by UNHCR indicate that since 2002 to 2014 around 5.8 million Afghan refugees have returned home, which constitute almost 20 percent of the population of the country. Out of them 4.8 million Afghan refugees have come home under the voluntary return program, while more than one million others have returned out of the support program.</p> <p>To provide sustainable support to returnees through means of income generation, create employment and strengthen local economy, the Government of Afghanistan started Returnees Enterprises Development (RED) project to support carpet sector value chain of Ministry of Rural Rehabilitation &amp; Development.</p> <p>This project focuses to establish the business of 15,000 returned beneficiaries in carpet sector in 8 provinces and 35 districts to enable carpet weavers to get livelihood opportunity in a sustainable manner. RED has adopted market demanded approach to support the targeted beneficiaries involved in carpet value chain, this includes; yarn production, thread spinning, dyeing, carpet design, carpet weaving, carpet cutting &amp; washing, and marketing.</p> <p>The Monitoring and Evaluation (M&amp;E) Officer (BDSP) will be responsible for the monitoring and evaluation of RED project in Baghlan. He/she will monitor RED project in Baghlan and will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.</p>

<p>The Ministry of Womens Affairs (MoWA) was established in 2001 under the Bonn Agreement. Until the third quarter of fiscal year 2020, as a government institution for advocacy and coordination, it was dedicated to plan, implement, and monitor programs within its strategic plan and national and international commitments. With the support of the leadership from the GoIRA, other governmental institutions, and non-governmental organizations, particularly, in the past five years, according to its “activities procedure”, it becomes a policy-making ministry and have brought significant changes in the life of Afghan women. </p> <p>With the changes in the leadership of the ministry in 2020 and the commitment of the president of the GoIRA, it became an executive institution in addition to policy making. The initial steps to improve the quality and effectively address womens issues taken to improve its plans and organizational structure through evaluation and consultation with women, domestic and foreign elites considering social, economic, cultural, financial and political aspects. Based on the consultations, a Deputy for Women Economic Empowerment was established in the structure of the Ministry of Women Affairs.</p> <p><strong>Objectives of the Ministry</strong></p> <p>The goal(s) of the Ministry of Womens Affairs (MoWA) are effectiveness and quality in all national and local programs, empowerment of women at national level through, participation, coordination, and evaluation for balanced and effective development with national values.</p> <p>Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MOWA, which intends to increase social and economic empowerment of rural poor women in selected communities during a five-year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MoWA projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.</p>
