Central Asia South Asia (CASA)-1000 Community Support Program Project for Afghanistan/MRRD

<p><strong>I. Background:</strong></p> <p>CASA-CSP: The development objective of the Central Asia South Asia (CASA)-1000 Community Support Program Project for Afghanistan is to provide access to electricity or other social and economic infrastructure services to communities in the project area in order to strengthen community support for CASA-1000 transmission line. The first option for project selection is to electrify communities. To be more precise, 700 communities are in the corridor of CASA-1000 project. The priority for these communities is electricity.<br /> On the other hand, The CCNPP is one of the key national priority programs aiming to reduce poverty, improve socio-economic conditions for communities and check out-migration of young people. Currently, in the first phase of this program more than 15,000 sub-projects are under work and implementation. Of these subprojects 1,600 are in energy and power sector.</p> <p>Challenges of energy sector in CASA-CSP and CCNPP/MRRD:<br /> As a huge number of CASA-CSP and CCNPP/MRRD projects are in energy and power sector, some challenges are present on the ground. Here, we note some of them as follow:<br /> CASA-CSP<br /> • As the priority of this program is electricity, in some communities’ energy and power projects are not applicable despite community and program interest toward electrification.<br /> • Lack of a proper maintenance plan for solar mini-grid projects which result to stop these projects in CCNPP/MRRD.<br /> • Engineers capacity building with modern Science such as software used to design Micro-Hydro Power, Solar mini gird and grid extension systems.<br /> • Lack of a proper, specific and updated manual of Energy and Power for CASA-CSP.<br /> CCAP<br /> • Electrical engineer capacity building with modern design tools<br /> • Lack of a proper maintenance plan for solar mini grid projects which result to stop these projects<br /> • Lack of a proper manual for Kuchies solar home package which will be launched in the future<br /> • More than 600 solar mini grid projects are under work. To maintain it in the best way possible there is need to have a successful international experience in this regard<br /> • Need to have a complete analysis of energy and power projects to launch cost efficient projects</p> <p>Proposal to solve challenges:</p> <p>As stated above, CASA-CSP priority project for communities is electricity. In Addition, those communities in the corridor of CASA-1000 have interest toward electrification. However, in each case a complete feasibility study is required for each region in order to select right option of electrification through DABS grid extension, Micro Hydro power or Solar mini gird system. This can be more achievable by having a deep study and analysis by an expert in the field. <br /> Another important issue is cost efficient projects. As we are facing shortage in budget specifically in energy and power projects, there is need to analyze different affordable options for energy and power projects. The same is true for energy and power projects of CCNPP/MRRD. It is obvious that a complete study and analyzing different options will give us the right options to select.<br /> On the other hand, CCNPP/MRRD currently had more than 1,700 energy and power projects and expecting more request for electricity by communities. As grid extension is not present in rural areas, there is need to have alternative options. Many countries already experienced successfully small-scale energy projects in rural areas. This experience will be a good practice in our country.<br /> Thanks to the modern technology that helps the world to progress in the fastest pace possible. In the energy sector, many software is developed to help engineers to design their projects both economical, accurate and time efficient. An expert in this filed is a potential resource to equip both CCNPP and CASA-CSP engineers to benefit the opportunity.<br /> In conclusion, to invest on the sustainability and having a greater outcome of energy projects of CASA-CSP and CCNPP/MRRD an energy consultant will be a potential solution. An international energy consultant will help us to solve the above challenge and reach the recommendation stated above.</p>
