IRC Background
The International Rescue Committee (IRC) began working with Afghan refugee communities in Pakistan in 1980, and first started implementing programs inside Afghanistan in 1988. IRC Afghanistan program is working in 8 provinces including Kabul Main Office; IRC Afghanistan is working in Education, National Solidarity Program and Humanitarians Program.
Given the unstable and unpredictable security situation in all of Afghanistan it has been deemed essential that all IRC staff compounds and offices be provided with around the clock protection.  This protection is to be in the form of unarmed guards whose function is to serve as a deterrent to intrusion and to raise an alarm and call for assistance in the event of an intrusion or any other threat to the health and well-being of IRC staff and property.

The IRC is seeking to hire a Provincial Project Supervisor for the Afghan Children Read (ACR). The five year Afghans Children Read (ACR) will improve the Ministry of Education’s capacity to measurably improve early grade reading outcomes and other basic skills among children in grades 1-3. Working across divisions and at all levels of the MoE, ACR will support the MoE to pilot the provision of quality educational services that improve the equitable access to safe learning environments for formal and Community-Based Education (CBE) schools.

The Provincial Project Supervisor will be responsible for tracking deliverables and work plans, management of project implementation in the province in line with contract requirements, oversight, reporting and internal and external coordination. In addition, the Provincial Project Supervisor will work closely with relevant MoE departments at provincial level, as well as the ACR partner organization offices. The Provincial Project Supervisor will report to the Education Program Coordinator.

The IRC is seeking to hire Senior Capacity Building Officers for the Afghan Children Read (ACR). The Senior Capacity Building Officer will be responsible for implementing the IRC’s capacity building activities in province, the technical quality of the program’s capacity building efforts, including capacity assessments of key stakeholders and the development of resources to facilitate and mainstream capacity building efforts in the province. This includes delivering training to the key stakeholders and providing technical oversight to ensure quality of project implementation in the province by the ACR partner organizations. The Officer will report to the provincial project supervisor and work closely with each of the ACR project’s provincial staff.

About the Project:

Afghan Children Read is a USAID-funded primary education initiative designed to improve equitable access to education and generate measurable reading outcomes for girls and boys in early grades in Afghanistan. ACR will support education service delivery through building the capacity of the Government of the Islamic Republic of Afghanistan’s (GIRoA) Ministry of Education (MoE) to provide an evidence-based early grade reading (EGR) program (in Dari and Pashto languages) for grades 1 to 3 students in both public schools and Community Based Education (CBE) settings. Strengthened capacities, systems, models and EGR materials will also enable future development of additional local mother-tongue languages into the national reading program.

The International Rescue Committee (IRC) Afghanistan in this project works towards providing technical support to primary education for girls and boys in the project areas to both public schools and community based education (CBE) settings.

Background and Context

 

 The IRC has been supporting the Afghan people in their fight against displacement and poverty for the last three decades. During the Soviet occupation of 1980-1989, the IRC operated out of Afghanistan assisting large numbers of refugees. Then in 1989, the IRC officially began operations inside Afghanistan through a wide range of humanitarian and development programming to assist people affected by conflict, natural disaster, and poverty, including displaced people and returnees. The IRC is currently operational in nine provinces.

Main Purpose of the Job

The Deputy Humanitarian Program Coordinator will closely work with the Humanitarian Program Coordinator and the Deputy Director of Programs in researching, designing and managing the Humanitarian Programming portfolio with IRC Afghanistan.  Having a functional line management responsibility with Field Program Managers, he will be responsible for quality program implementation and provides robust support the Humanitarian Program Managers in each of the IRC’s working provinces.

IRC is partner with Family Health International (FHI 360) for the implementation of IHSAN project in Paktia and Nangarhar, The objective of the Initiative for Hygiene, Sanitation, and Nutrition (IHSAN) project is to improve the nutritional status of women of reproductive health and children less than five years old, with a focus on the first 1,000 days (conception to 24 months of age). The expected outcomes of the IHSAN are to decrease stunting by at least 5 percent (i.e. 9 percent reduction from the current rate) over five years, and reduce anemia among women of reproductive age by at least 10 percent. The Initiative for Hygiene, Sanitation and Nutrition (IHSAN), is a five year multi-sectorial, integrated project has three key objectives:
Objective 1: Capacity to institutionalize nutrition programs enhanced

Objective 2: Adoption of optimal nutrition and hygiene behaviors at community and household levels increased
Objective 3: Availability of nutrition, hygiene, and sanitation services and products increased.
