The Royal Norwegian Embassy in Kabul is searching for an experienced and articulate candidate for the position of gender advisor.
Norway has had a long engagement with Afghanistan. Professor Morgenstierne visited on linguistic expeditions as far back as 1927. Large numbers of Norwegians became involved in solidarity, humanitarian, and development work from 1979 onwards. This is still ongoing, with an annual development budget of around NOK 700 million. Overall Norwegian development goals have been: (1) strengthening Afghan institutions, including within the field of rule of law and security; 2) contributing to a political settlement; and (3) contributing to a sustainable and just development, humanitarian efforts, and to the promotion of good governance, human rights and gender equality agendas. Particular thematic priorities have included education and rural development, as well as gender equality and women and youth’s empowerment and rights. Norwegian funding for Afghanistan is channeled through the UN, World Bank and the Norwegian and international NGOs as well as the Afghan Human Rights Commission (AIHRC) and Anti-Corruption Monitoring and Evaluation Committee (MEC). Norway is a long-standing contributor to the Law and Order Trust Fund for Afghanistan, which aims to support a sustainable and professional Afghan National Police Force. Norway is also a contributor to NATO’s Resolute Support mission through the presence in Kabul of a military advisory team that trains and assists Crisis Response Unit 222 of the Ministry of Interior.
The gender advisor’s role will be to analyse and report on the situation of women and youth in Afghanistan in all fields and areas (political, electoral, legislative, social and cultural, employment and commerical, humanitarian,with regards to women, peace, and security, and education). The advisor will advise the leadership of the embassy on all gender- and youth-related questions as they pertain to Norwegian development and humanitarian programming and political engagement, with a particular focus on UN Security Council Resolution 1325.
