Scope of work:

Audit work will cover all systems and activities in all units and sections of the KMO, Project offices and field offices. Work will be prioritized according to risk and the judgment of the internal audit manager and auditor-in-charge responsible for each audit assignment. Audits may range from compliance work to operational auditing reviews as appropriate.

Scope of work:

Based in hub schools, the Education Field Supervisor (EFS) is a district level staff member of education team at Regional Management Office (RMO) level. In cooperation with the team members, s/he is responsible for direct supervision and monitoring of SCA supported Educational Field Facilities including CBS, Coaching Classes and hub schools as resource centres. The EFS is responsible for capacity development of headmasters/first teachers in class observation, school supervision, monitoring, mentoring and report writing skills. EFS ensures effective teaching and learning process in all educational facilities supported by SCA education programme in his/her duty station/district. The EFS initiates fruitful communication with schools to district level educational authorities through direct contacts and participation in the relevant meetings on school’s affairs and updates GESO/Project management team on developments happening in his/her duty station from time to time. The EFS ensures that ally types of educational supplies are delivered to his/her station, recorded and distributed to the end users within set schedules and full transparency in practice.

The Education Field Supervisor spends more than 90% of his/her official times in the field while working directly with the teachers, students and members of the School Management Councils (SMCs) for improving quality of learning outcomes among the students. S/he is to assist the Education Project team and EPU in conducting Assessments, Studies, Evaluations and Reporting of SCA education projects.

Scope of work:

The Inclusive Education Training Officer (IETO) is a member of the Education Project team at the Regional Management Offices (RMO) level. In cooperation with the team members, s/he is responsible for capacity development of CBS, Mainstream school teachers, district and provincial education department’s staff, Teachers Elected Councils (TECs) members in line with the SCA Education Policy, Directives and work plans. S/he is responsible for assisting Education Senior Training officer (STO) in planning, budgeting, monitoring, evaluations, implementation, and reporting of SCA education project related activity.

The Inclusive Education Training Officer is responsible for special and inclusive education services and school integration in the region under coverage of the project. S/he regularly supervises all related activities. Furthermore, s/he is also responsible to do record-keeping, follow-up and reporting on activities in the special and inclusive education activities.

In reference to its Strategic Plan (2014-17), SCA Education in partnership with MoE/TED is going to implement a 3-year Teacher Education Master Level programme in its target TTCs from 34 provinces of the country.

Citizen Charter Afghanistan Project (CCAP) aimed at reducing poverty and deepening the relationship between citizens and the state. The position of Deputy Director of Programmes (DDoP) is a senior, and full time position within the Department of Programmes based in Kabul Management Office (KMO) with frequent visits to the Regional Management Offices (RMOs). S/he assists the Director of Programmes (DoP) in ensuring strategic programme development of the PD units (Education, Health, Disability and Rural Development Units, Human Rights and Gender Unit and Capacity Development and Civil Society Unit), promoting sound management in support, back-stopping and monitoring towards the field organisation and its execution of programmes. The DDoP is to specifically ensure that (i) good coordination among and between the KMO based programme units (PUs), HRGU, CCU and RMOs is promoted in regard to planning, coordination, general problem-solving, budget follow-ups and team building efforts, (ii) programme synergies and integration are promoted through working groups at KMO and RMOs, (iii) effective and efficient coordination and synergies are facilitated among and between Programme Units, HRGU, CCU and Units reporting to CD, more specifically, in regards to proposals/applications, annual planning and reporting, evaluations and studies. S/he ensures that annual work plans, budgets, donor reports are timely developed and delivered by the Programme Units, HRGU and CCU at KMO.

S/he also ensures that gender equality and RBA integration is adhered to by programme units, HRGU and CCU in planning, implementation, reporting and M&E. S/he also closely collaborates with Deputy Director of Programme (Programme Implementation) to ensure smooth cooperation and collaboration.

The IT officer manages and oversees the IT equipment and its set up within the Eastern Regional Management Office. The IT Officer might have several tasks ongoing at one and the same time so being versatile, able to prioritise, and plan the work is important.

Beginning February 2017, the Ministry of Rural Rehabilitation and Development will start the execution of the nationwide Citizen Charter Afghanistan Project (CCAP) aimed at reducing poverty and deepening the relationship between citizens and the state. Emerging from the rich learnings drawn from National Solidarity Programme, CCAP will focus on delivery of core infrastructure and social services through strengthened Community Development Councils (CDCs) and clusters of CDCs. The Hostel Mother will be responsible for Management of Midwifery School in Maidan Wardak Community Midwifery Education (CME). Scope of work:

The Head of Regional Management Office (HoRMO) takes the overall managerial and leadership of all matters pertaining to RMO, including the day-to-day security management. S/he manages the operations, programme/project implementation and represents the Swedish Committee for Afghanistan (SCA) in a designated region of the country. HoRMO is responsible at the concerned RMO to make sure that the contribution of the related Projects/Units at the RMO to reaching the strategic objectives of SCA in line with work plans and budgets is made properly.

The HoRMO is responsible to supervise and monitor utilization of all the allocated human and financial resources to make sure effective, efficient and transparent implementation of the operations and the assigned tasks. Therefore, the HoRMO is accountable for delivering the set programme/project results at the regional level by concentrating on achievement of targets, supervision, monitoring, capacity building, networking and promotion of integration between projects within the auspices of the RMO.

The HoRMO is to make sure an active engagement of her team in programme design and management through various processes such as planning, proposals, reporting, budgeting, procurement, evaluations, monitoring, human resource management and audits. She/He is responsible to ensure internal coordination and synergy among different projects/units while external coordination with the concerned governmental authorities at the region. She/he represents SCA in the region e.g. in all non-sectorial/technical meetings, workshops, conferences etc.

All the project/nits managers including the Communications, HR and M&E Senior Offices are directly reporting to the HoRMO.

Scope of work:

The position of Education Programme Manager (EPM) is a senior, and full time position within the Education Programme Unit (EPU) based in Kabul Management Office (KMO) with frequent visits to the RMOs. The EPM leads the EPU, which exists to ensure that all SCA interventions in education are streamlined as per the conceptual frame of the Programme and towards the SCA strategic objectives and strategically oversee and backstop the development and implementation of the Education Programme being implemented by the education project teams  in five RMOs.

The EPM closely works with the Programmes Director and ensures strong synergy and working relationship with other programmes, support and crosscutting units within SCA, at KMO level. S/he also maintains close coordination with the line ministry (Ministry of Education) as well as other major actors in the education sector. Donor relation is another major area where the EPM plays significant role through developing and submission of project applications, project discussions, on time reporting and other project implementation related issues. The EPM advocates for children rights to education on national level and makes sure that gender equality is adhered to in all aspects of the programme planning and implementation.

Scope of work:
The Rural Development Programme Coordinator is part of the SCA’s Rural Development Programme Unit based in Kabul, within which s/he supports the Rural Development Programme manager in technical backstopping, and management of different Rural Development components -  (1) Citizens Charter Afghanistan Project; (2) Community Governance and Livelihood Project; (3) Water, Sanitation and Hygiene-WASH; and (4) Construction Projects. S/he will also support the RDP Manager in overall coordination and development of the Programme.
Furthermore, the RD Programme Coordinator will actively participate in the elaboration of work plans, donor applications and reports, operational budgets and other strategy and policy developments. S/he supports the Programme manager to follow up field activities with project managers to ensure project activities are in line with operational procedures and annual targets, as well as SCA’s strategic objectives.  In order to properly carry out various tasks and to ensure both innovation and good coordination at regional management offices level is in place, the coordinator will be encouraged to undertake regular field trips.
