United Nations Office on Drugs and Crime (UNODC), Country Office for Afghanistan/Law Enforcement

The Law Enforcement Sub-programme of UNODC’s Country Programme for Afghanistan (2016-2019) will remain focussed on assisting the Government to develop an effective law enforcement response to drug and precursor trafficking. Afghan opiates remain a serious threat for national and regional security with over 90 per cent of the world’s heroin being manufactured from opium produced in Afghanistan. This threat is further compounded by the fact that while international support has been provided to the Government of Afghanistan to assist with building the capacity of the Counter Narcotic Police of Afghanistan (CNPA), Afghan Border Police (ABP) of the Ministry of Interior (MOI), the focus of that assistance has primarily been aimed at enhancing the Ministry’s ability to address the drug and precursor problem in the country.
