National Horticulture and Livestock Project (NHLP), Ministry of Agriculture, Irrigation and Livestoc

NHLP is to promote adoption of improved production practices by target farmers, with gradual rollout of farmer-centric agricultural services mechanisms and investment support. Service delivery centered on farmers would lead in practice to increased participation of beneficiaries both in the definition of services required and in the delivery itself, as well as improved ratio of overall costs reaching beneficiaries as direct investments, in order to promote sustainability and efficiency.

The project would contribute to the overarching goal of increased productivity and overall production of horticultural products and improved animal production and health. The technical strategy for achieving this objective is based on the delivery of extension and investment support through strengthened mechanisms. The National Horticulture and Livestock Project (NHLP) would have three components: (1) Horticultural Production, (2) Animal Production and Health, and (3) Implementation Management and Technical Assistance Support. These activities would be implemented in 100 focus districts spread over time as conditions warrant in up to 22 target provinces.

AAEDC- ARG

Background:

 

After the collapse of Taliban regime in 2001 NATO forces took the lead to enable the Afghan Government to provide security, establish efficient service delivery systems, good governance and promote economic opportunities in Afghanistan. Based on the London conference and followed by Kabul conference in 2010, it was proposed that the Afghan troops should take the security responsibility and ownership of the country. The transition process was completed and Afghan forces assumed full security and responsibility at the end of 2014. Resolute Support was launched on 1 January 2015 to provide further training, advice and assistance to the Afghan security forces and institutions. Following to the security transitions, Resolute Support has planned to partially handover the strategic airfields that include Bagram airfield, Qandahar airfield, Helmand airfield, Herat airfield, Mazar Sharif airfield and Nangarhar airfield to Afghan government. Indeed it was estimated that these airfields are worth of approximately 10.1 billion dollars that includes significant amount of facilities, equipment’s and other machineries, which requires proper operation and maintenance on regular basis. Furthermore the Resolute Support requested the Afghan Government for preparing a comprehensive plan for these airfields for responsibility hand over to Afghan government.

Afghanistan National Unity Government started work on the establishment of Afghanistan Airfields Economic Development Commission (AAEDC) who will be leading the airfield transition process and will be providing relevant support accordingly.

 

Considering the strategic geographic location, huge amount of constructed infrastructure facilities, availability of raw materials and business opportunities, GIRoA has envisioned to convert these Airfields into Special Economic Zone (SEZ) which will contribute in the country export promotion, GDP increase, employment creation, economic development, security and regional cooperation in the region.

Afghanistan Airfield Economic Development Commission (AAEDC) was established on 23 July 2015 by the presidential decree Number 43 of the Afghanistan National Unity Government (NUG).

This commission was established to efficiently and economically use the airfields, which were previously transferred to Government of Islamic Republic of Afghanistan, and the airfields, which are supposed to be transitioned to GIROA in near future.

Central Statistics Organization (CSO) - Capacity Building for Result

Central Statistics Organization (CSO) was established in year 1351 as an independent governmental administration to create an integrated scientific system for statistics, ensuring harmonization and coordination of all statistical and information management activities of Afghanistan. Since its establishment, CSO conducts population census and national statistical surveys and coordinates with partners including government institutions, international development partners, non-governmental organizations, research institutions and agencies other than state to prevent duplication of information and statistics. The CSO collaborates with national government agencies in collection, compilation and publication of statistical information including data and statistics derived from their activities. Also CSO independently collects, compiles, analyses and publishes national commercial, financial, social, economic, environmental, information technology and in general the living condition of Afghan people.

Central Statistics Organization (CSO) supports and promotes the development of integrated social and economic statistics nationwide. CSO also provides technical support to other agencies and facilitates standard procedures for conducting research such as sampling frames. Ministry of Public Works (MoPW) National Rural Access Program(NRAP)

General Background

 

The Government of Afghanistan (GoA) attaches a high priority to employment generation in the administrative outset through improving rural accessibility which has been promoting to quality reconstruction of rural access infrastructure since 2002.

 

The originally known National Emergency Employment Program (NEEP) has been enhanced in 2005 to NRAP the National Rural Access program shifting its focus from primarily employment generation to the provision of quality rural roads and creating job when feasible, while the National Roads Strategy developed in 2005 also identified the poor condition of the roads as a major constraint to the country’s economic and social development.

 

The NRAP is now one of the National Priority Program (NPP-3) within Agriculture and Rural Development (ARD) cluster. NRAP is implemented by ministry of Public Works for district roads and Ministry of Rural Rehabilitation and Development for village roads and strategically overseen by the Ministry of Finance.

 

The National Rural Access program has been being substantially supported by International Development Association IDA, Afghanistan Reconstruction Trust Fund (ARTF) through the WB in Afghanistan and several other contributing donors. 

 

The Afghanistan Rural Access Project (ARAP) is follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access program. The collective estimated cost of the project is US$ 332 million contributed by both IDA US$125 million and ARTF US$ 207 million.

 

The project consisted of three main components A, B and C: component A is responsibility of Ministry of Public Works, Component B responsibility of Ministry of Rural Rehabilitation and Development and Component C is responsibility of Ministry of Finance, Component A for improvement of collectively 1250 Km consisted of 1000Km unpaved and 250 km paved surface secondary/district roads and construction of 1000rm bridges as well as routine and periodic maintenance of 1000 km of pre-rehabilitated of same class maintainable roads.

In align to the program mission; the objective of this project is to "enable rural communities to benefit from all-season road access to basic services and facilities".

KPHD Khost Public Health Directorate

The Basic Package of Health Services (BPHS) defines the reasonable population catchment area for each health facility (HF). This means that many sparsely-populated communities do not qualify to have fixed BPHS HFs. In 2008, as a response on how to address this gap the MoPH together with donors introduced Mobile Health Services. However, the Mobile Health Teams (MHTs) approach tends to be costly with intermittent and not easily sustainable services in the long-run.

In order to ensure sustainability of healthcare services, particularly provision of RMNCAH services in the remote and hard-to-reach areas, Community Based Health Care (CBHC) Department of Ministry of Public Health, in 2009 (MoPH) and UNFPA started the family health houses (FHH) -MHTs Model in Daikundi, Bamyan and Faryab provinces and for under- served populations living in mountainous areas without access to BPHS. Later on, the three districts of Herat were added to this pilot FHH project and its activities were started in 2013. To increase access to essential RMNCH and TB, Malaria and HIV/AIDS services through FHH, 35 more FHH will be established financing by the Global Fund in two provinces.

ACDI/VOCA RADP-North

ACDI/VOCA brings 50 years of agricultural experience and seven years of experience implementing agriculture, alternative livelihoods, and credit facilitation projects in Northern Afghanistan.

The objective of RADP-North is to advance food and economic security for rural Afghans in the Northern provinces of Balkh, Jawzjan, Samangan, Baghlan, Kunduz and Badakhshan. To achieve this, the program strengthens the capacity of farmers in improved production in the wheat, high value crop (HVC) and livestock value chains. RADP-North activities enable farmers to increase their commercial viability and competitiveness in response to market demand, thereby generating greater income opportunities for their communities and empowering families to better meet their household needs.

AIBF (Afghanistan Institute of Banking and Finance

About AIBF:

The Afghanistan Institute of Banking and Finance (hereafter “Institute”) was established in 2010 to provide education, training, and research to Afghanistan’s banking and financial sector. Over the past three years, the Institute has delivered training on a broad range of subjects. In addition, it has established various relationships with regional banking and other financial institutes. From the beginning, the Institute was created as an independent non-profit organization with its own facilities and full-time training and support staff.

Most observers would agree that Afghanistan’s banks and microfinance units suffer from critical capacity shortages and must rely heavily on foreign nationals to operate financial institutions. The Afghan financial community also faces substantial challenges related to its participation in global finance markets owing largely to Afghanistan’s reputation as a home to terrorists and those who traffic in illegal currency flows.

In addition, Afghans have a low rate of engagement with formal financial institutions. Only 9% of adults (3% for women) have an account with a formal financial institution compared to a global average of 50%. Just 3% saved money and 7% obtained a loan over the previous year. One percent of the population has a credit card, 7% has used mobile money, and 8% has a mortgage.

Afghanistan’s banking system still largely relies on unsophisticated collateral-based lending restricting access to capital. Most housing transactions, for example, are cash and Afghans typically depend on informal financing from family members and non-bank moneylenders; modern mortgage lending practices are virtually non-existent. The World Bank estimates that Afghanistan’s housing finance-to-GDP ratio is less than 1% compared to 50-70% in developed countries and 7% in India. Thus, the potential for the expansion of financial services in Afghanistan is substantial.

Clearly, financial institutions have a larger role to play in the economic development of Afghanistan. The overwhelming demand for infrastructure – roads, urban facilities, power, health care, education – suggests that Afghanistan must become proficient in the use of public-private partnerships and other large-scale project financing mechanisms; the absence of capital markets for corporate paper, bonds, and equities; the lack of robust housing finance with its attendant facilities such as appraisal, credit reporting, mortgage insurance, and home owners’ insurance; the inability to engage international capital markets; the absence of a sophisticated derivatives market to complement the evolving mining, petroleum, and agricultural sectors; and other weaknesses suggest that the Institute should be a valuable resource to Afghanistan in the development of sophisticated financial capacity as well as thought leadership on the issue of how Afghanistan’s financial sector should develop.

NSIA (GOV)

Background

National Statistics and Information Authority (NSIA) was established in year 1351 as an independent governmental administration to create an integrated scientific system for statistics, ensuring harmonization and coordination of all statistical and information management activities of Afghanistan. Since its establishment, NSIA conducts population census and national statistical surveys and coordinates with partners including government institutions, international development partners, non-governmental organizations, research institutions and agencies other than state to prevent duplication of information and statistics.

NSIA collaborates with national government agencies in collection, compilation and publication of statistical information including data and statistics derived from their activities. Also NSIA independently collects, compiles, analyses and publishes national commercial, financial, social, economic, environmental, information technology and in general the living condition of Afghan nation.

 

National Statistics and Information Authority (NSIA) supports and promotes the development of integrated social and economic statistics nationwide. NSIA also provides technical support to other agencies and facilitates standard procedures for conducting research such as sampling frames. To fulfil the requirement and need of modern statistical demands, NSIA is mandated to introduce reforms in the area of organizational development. NSIA coordinates and collaborates with partner agencies to establish standards and framework for unified data and information management. Currently on-going efforts are underway to further strengthen NSIAs institutional capacity to adapt and utilize organizational development best-practices to adapt to fast-changing and required growth of NSIA.

 

The National Geo-Informatics Center in Afghanistan is responsible for national level of Geo-Spatial activities, developing policies, Geo-Spatial standards, and the sustainable use of its extensive natural resources. In order to make informed decisions, the policy makers, technicians, scientists and others need timely and authoritative data and the means to analyze and understand this information and the conditions, trends and other insights it can

Most of the Geo spatial data that exists in Afghanistan is scattered across many organizations within the government, United Nations agencies and many other government, non-government and international organizations. The government has recognized the need to address this issue and has established a National Geo-Informatics Centre (NGIC) program within the Central Statistical Organization.

 

Based on the decree No (656), 2018 of His Excellency President of the Islamic Republic of Afghanistan, the GIS Coordination Deputy President General office was established. Currently the GIS is one of the important departments of NSIA. The National Statistics and Information Authority (NSIA) is the leading national geo spatial science organization with a focus on both public good science for government and geo-scientific research to understand earth and environmental processes.

Agriculture is the foundational basis of Afghan society. Approximately 80% of the population is engaged in agriculture directly or in secondary or tertiary activities. It is in this sector that the future of Afghanistan’s wealth and potential for capital accumulation resides. While some of Afghanistan’s former agricultural infrastructure have been restored, considerably more, remains to be done. Lack of agriculture technology, infrastructure, and difficulty in accessing markets by farmers still remain as challenges in the sector. This is in spite of the enormous potential of agriculture as the sector that can drive economic growth.

These challenges and dependence of rural households on low-value crops on scarce arable land and their vulnerability to increasingly severe droughts and floods due to climate change adversely contribute to viability of opium poppy cultivation as an easily marketable and drought-resistant option. Having said this, it also presents an opportunity as farmers, producers, and processors and traders are demanding increased support from the government, realizing the potential of agriculture as a viable economic option if provided with the requisite technologies and infrastructure.

The Community Based Agriculture and Rural Development (CBARD) project funded by the US Bureau of International Narcotics and Law Enforcement (INL) aims at supporting  improved household income reducing dependency on illicit cultivation / production in 170 selected communities in Nangarhar, Farah and Badghis provinces. The project objective is to prove the viability of high-value agricultural-based interventions in improving local economies of Nangarhar, Badghis and Farah as a sustainable alternative to illicit crop cultivation. The project has two outputs; (i) Local production of, and market for, high-value crops improved; (ii) Community-based agro-business infrastructure are built, developed, and/or strengthened. The project will be implemented by MAIL. The Programme supported by UNDP, provides a framework for increased cohesion of policies, strategies, and results of the ongoing and future joint interventions between MAIL and UNDP.

Background and Organizational context

Rural livelihoods in Afghanistan are threatened by the impacts of climate change, specifically those associated with climate-induced disasters. Total annual precipitation will decrease, with greater variety between seasons. This leads to increase in severity and frequency of climate-induced disasters such as flooding, drought, and landslides; resulting in loss of life, agriculture crops and livestock, and displacement of communities. Rural communities in Jawzjan and Nangarhar provinces have limited resources to invest in adaptation measures to reduce risks associated with these disasters.

The Adapting Afghan Communities to Climate-induced Disaster Risks project aims at promoting community-based and gender-sensitive adaptation to the impacts of climate change in the two provinces through implementation of activities under four complementary components: Firstly, the project will build capacities for decision-making on and implementation of gender-sensitive climate-induced disaster risk reduction measures. Secondly, community-based early warning systems will be established to improve monitoring and response to climate-induced disasters. The third component will introduce climate-resilient livelihood options within the target communities with focus on women, youth, and other marginalized groups; and construct climate-resilient habitats and shelters. Finally, the project will develop capacities of national and sub-national institutions to integrate climate change into development planning. The project is a joint intervention between MAIL and UNDP, and will be implemented by MAIL as part of the ministry’s Central Programme Office for Natural Resources Management (CPO-NRM).
