OPAF Description

The Open Policy Advisory Fund (OPAF) reacts in a rapid and flexible manner on reform gaps identified by Afghan partner institutions. The project is implemented by GIZ on behalf of the German Ministry of Economic Cooperation and Development (BMZ). The OPAF’s objective is to contribute to improved governance at the central level by strengthening the Afghan administrative capacities in designing and implementing structural reforms in the field of governance. The project provides advisory services and trainings requested by Afghan government institutions to achieve the priorities of ANPFD SMAF etc.
OPAF is offering capacity building measures on an individual an organizational level as well as supporting the government in enabling frameworks.

The Global Project „Programme Migration for Development“ (PME) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).

 

The project is active in 25 partner countries. Its overarching objective is to strengthen the development-relevant contributions of migrants in their countries of origin and improve the framework conditions for legal migration in selected partner countries.

 

Currently the PME is in the course of expanding its activities to Afghanistan. The implementation is planned to commence during the 3rd quarter of 2017. In the focus of PME’s activities in Afghanistan is the component “Migration Advice”. In the frame of this component PME is providing counselling services for returning migrants on economic and social reintegration to Afghanistan as well as in perspective on legal labour migration opportunities to Germany. To this end the PME is intending to establish a central advice structure (“migration advice centre”) where returnees are – based on a competence analysis – being referred to relevant reintegration measures. Further components of PME to be established in Afghanistan encompass “Diaspora Cooperation” and “Migration Policy Advice”.

GIZ PCP Project -Afghanistan

GIZ ROL-Afghanistan

Afghanistan independent Bar Association is a statutory body established in 2008 pursuant to the Advocates Law. AIBA is an institution that is mandated by law to regulate the defense lawyer profession throughout Afghanistan. Furthermore according to AIBA’s by-Laws its objectives are to (a) support implementation of Islamic instructions rule of law and social justice (b) defend human rights (c) improve access to justice in the courts through provision of appropriate and regulated legal services (d) establish effective legal education programs to ensure legal aid and (e) provide a variety of public legal awareness programs.

Currently the AIBA has more than 3000 members. The AIBA head office is located in Kabul; it has a sub office in Kunduz which was established in September 2011 with the support of GIZ office and financial funding from honorable Kingdom of the Netherlands. Moreover AIBA has established four regional sub-offices under the financial support of USAID in Balkh Herat Nengarhar and Kandahar provinces during 2012 and Helmand office was established under UNDP through LAGF project in 2014.
