National Ozone Unit of NEPA

The Government of the Islamic Republic of Afghanistan (GoIRA) ratified the Montreal Protocol on Substances that Deplete the Ozone Layer and its amendments on 17 June 2004 and became the 188th Party to the Montreal Protocol.

The Montreal Protocol on Substances that Deplete the Ozone Layer (Montreal Protocol) sets a timetable for phasing-out of a number of Ozone Depleting Substances (ODS) and requires Parties to control their production and consumption in order to meet the phase-out schedule. The Montreal Protocol contains a financial mechanism with a Multilateral Fund governed by the Executive Committee for the Implementation of the Montreal Protocol (Executive Committee), and Article 5 countries that are Parties to the Protocol are eligible for financial and technical support through the Multilateral Fund in order to assist them to fulfil their obligations under the Protocol.

UNEP is an Implementing Agency for activities financed by the Multilateral Fund, including Institutional Strengthening (IS) projects to build national capacity for the implementation of the Country Programme (CP), and Terminal Phase-out Management Plan (TPMP) and HCFC Phase-out Management Plan (HPMP).
