<p>The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016. The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels - increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning &amp; Management and Developing Partnerships.</p> <p>The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10-year period:</p> <ul> <li>Basic health services</li> <li>Basic education access</li> <li>Safe drinking water and sanitation</li> <li>Improved farming technologies and the delivery of extension services</li> <li>Rural connectivity with tertiary roads</li> <li>Rural renewable energy</li> </ul> <p><strong>Introduction to the MRRD CCAP General Directorate:</strong></p> <p>The MRRD is establishing a General Directorate for the CCAP. It will be will staffed entirely of contracted national staff under the NTA scale, and headed by a Director General. The Directorate will include 14 divisions at the central level, 6 regional support and 34 provincial management units. The Directorate will be responsible as the “implementing agency” for the MRRD CCAP and will oversee, manage and implement the MRRD’s portion of the CCAP as a whole, and provide coordination and policy framework to the wider CCNPP and CCAP in other ministries.</p> <p>At the central level, the Directorate will include the direct program-related departments of Facilitating Partner Management, Monitoring and Evaluation, Capacity Development, Management Information Systems and Engineering, and support departments of Administration, Finance, Procurement, Human Resources Management and Public Communications. The program-related departments will be exclusively for the CCAP while the other support departments will be units within the MRRD’s departments/directorates/divisions for these functions.</p> <p>Three international advisor positions are foreseen to support the Directorate and these include: (a) the Policy and Planning Advisor, (b) the Capacity Building Advisor, and (c) the Advisor to the Minister.</p> <p> </p>

<p>~~Background:<br /> The Government of Afghanistan plans to leverage private investment, supplementing public and donor resources, to achieve its development priorities to this effect, the GoIRA has launched a public-private partnership (PPP) program, which is designed to attract private financing for infrastructure and other investment projects. The GoIRA created the Central Partnership Authority (CPA) in August 2016, a General Directorate within the Ministry of Finance (MoF), as the central coordinating actor for PPPs, and retains 25 technical staff. Since its establishment, the CPA helped create the PPP legal framework. The CPA has worked closely with line ministries to build PPP capacity through workshops, develop the upstream PPP pipeline, and provide technical support on downstream PPP transactions that preceded the PPP Law and are now at negotiation stage. In September 2016, the President issued a PPP Law the PPP programs, particularly in FCV contexts, are complex and require a long lead-time to ensure an appropriate balance between public investment and PPP projects. The World Bank and other donors have been providing technical assistance (TA) to strengthen the PPP legal and policy framework, build institutional and technical capacity, and operationalize the CPA. This TA support will enable the GoIRA to utilize PPPs, to meet development needs. Through the proposed project, Public-Private Partnerships and Public Investment Advisory Project (PPIAP), will support improved planning, budgeting, and preparation of development investment projects to ensure strategic prioritization and solid implementation. To this end, the project will enable the GoIRA, through both advisory and capacity development activities for relevant Government stakeholders and the establishment of a suitable mechanism, to assess and prepare a pipeline of feasible public investment and PPP projects for development priorities. It will help maximize funds available for the country’s most pressing development needs. The PPIAP will coordinate the efforts of World Bank Group teams, and other development partners.<br /> • Strengthening institutional and technical capacity of MoF and other relevant agencies.<br /> • Component 2: Establishing the Infrastructure Preparation Facility.<br /> • Component 3: Project Management.<br />  </p>

<p><strong>Pension General Directorate/ MoF:</strong></p> <p>The government of Afghanistan has laid out its vision of reforms in the social protection sector in the Afghanistan National Development Strategy (ANDS). In PGD, the main objective is to ensure fiscal sustainability and mitigating fiscal impact of the Pay and Grading reform on the pension program, making it consistent with the broader public sector reform agenda. The strategy also recognizes that it is critically important to develop fiscally sound and well-targeted pension system.</p> <p> More importantly, the Pension Reform Project (PRP) is expected to contribute in the designing and implementing of policy and administrative reforms, and modernization of public sector pension program and to cover the private sector pension in future.</p> <p>The project was initiated in early 2010 with technical and financial support of WB/IDA grants and continued until December 2017, and then followed by the government of Afghanistan.</p>

<p><strong>Introduction</strong></p> <p>The Islamic Republic of Afghanistan Cabinet Council passed the SOC Law within 7 chapters and 51 articles in the cabinet meeting dated 14/06/1397. So, The Ministry of Finance, in particular, the SOEs and SOCs Directorate General along with other stockholders is responsible for the efficient implementation of the law across the whole portfolio of 35-SOEs and 14-SOCs as soon as enacted.</p> <p>As the SOC law implementation is comprehensive and contain multitasking reform process such as SOEs and SOCs Legal Status changes, Introduction of New Supervisory Board, Management Units, Updating of SOC Charters and many other Business development functions. So, there is a need for a Business Development Advisor to contribute to Business Analyses and Development of the mentioned process. It is clear that capacity building and possible structural reform within the SOCs and SOC General Directorate areas of the Ministry of Finance would yield better results, both in the operations and as a contribution to mitigating the financial risk from the SOEs SOCs.</p>
