<p style="text-align:right;">وزارت شهر سازی ومسکن :</p> <p style="text-align:right;">با روی کار آمدن دولت مؤقت اسلامی افغانستان درسال 1380 به منظور انسجام هر چه بهتر در زمینه شهر سازی، حل مشکلات شهری دوباره به وزارت شهر سازی و مسکن ارتقاء و در سال 1385 به اساس حکم دولت جمهوری افغانستان به وزارت انکشاف شهری تغییر نام یافت و در سال 1389 به نام وزارت امور شهر سازی مسمی گردید و به اساس هدایت مقام عالی ریاست جمهوری با ایجاد معینیت مسکن درسال 1395 دوباره بنام وزارت شهرسازی ومسکن تغیر نام گردید ، که نه نتها یک اداره دولتی جهت تهیه و تدوین سیاستگذاری توسعه شهری بوده، بلکه پیگیر از اجراأت و تحقق آن نیز است.</p> <p style="text-align:right;">به همین جهت مطابق فصل اول، ماده دوم مقرره تنظیم اجراأت و فعالیت های وزارت شهر سازی ومسکن مصوب شورای وزیران، مورخ19/4/1391 و تأیید جلالتمآب مقام محترم حامد کرزی رییس جمهوری اسلامی افغانستان، وزارت شهر سازی و مسکن اهداف زیر را دنبال می کند:</p> <p style="text-align:right;">1- ایجاد نظام شهری در تمام مناطق.</p> <p style="text-align:right;">2- ایجاد شهرها دارای تسهیلات شهری بر اساس اصول انکشاف متوازن و پایدار.</p> <p style="text-align:right;">3- حل مشکل بی سرپناهی از طریق طرح پلان ها و پالیسی های تهیه مسکن.</p> <p style="text-align:right;">4- فراهم آوری زمینه دسترسی اتباع کشور به خدمات اساسی شهری از طریق طرح و ترتیب پالیسی ها و پلان ها.»</p> <p style="text-align:right;"> </p> <p style="text-align:right;"> </p> <p style="text-align:right;"> </p> <p style="text-align:right;">هدف برنامه CBR:</p> <p style="text-align:right;">برنامه CBR یک برنامه بسیار مهم و ارزشمند دولت جمهوری اسلامی افغانستان بوده که توسط کمیسیون محترم مستقل اصلاحات اداری وخدمات ملکی و وزارت محترم مالیه رهبری و مدیریت میگردد، و ذریعه بودجه ملی از طریق (ARTF) تمویل میگردد، هدف این برنامه این است تا وزارت ها و دارات دولتی را حمایت و تسهیلات لازم در راستای ظرفیت سازی، بهبود اجراآت و عرضه خدمات بهتر فراهم سازد. این برنامه وزارت ها و ادارات دولتی را قادر میسازد تا کادر ها ورزیده و شایسته برای وزارت ها و ادارات استخدام نماید تا اتقا به مشاورین خارجی کم شود.</p> <p style="text-align:right;">اشخاص که از طریق برنامه CBR استخدام می گردند ، باید از ظرفیت فوق العاده کاری برخوردار بوده تا در روند اصلاحات در وزارت همکاری جدی نموده تا وزارت بتواند عرضه خدمات بهتر و موثر را به مردم افغانستان ارائیه نماید  شخص استخدام شده در این بست باید توجه به نتایج کاری داشته و همکاری لازم در بدست آوردن اهداف برنامه CBR در وزارت داشته باشند اشخاص که بحیث کادر برنامه CBR استخدام می گردند ، برنامه های تخصصی ارتقا ظرفیت برای شان در نظر گرفته شده است .</p> <p style="text-align:right;">هدف وظیفه:</p> <p style="text-align:right;">مدیریت و نظارت از تطبیق پالیسی ها در راستاي  سازماندهی و پلانگذاری منابع بشری در مطابقت به قوانین و مقررات  نافذه.</p>

<p style="text-align:justify;">NHLP is to promote adoption of improved production practices by target farmers, with gradual rollout of farmer-centric agricultural services mechanisms and investment support. Service delivery centered on farmers would lead in practice to increased participation of beneficiaries both in the definition of services required and in the delivery itself, as well as improved ratio of overall costs reaching beneficiaries as direct investments, in order to promote sustainability and efficiency.</p> <p style="text-align:justify;">The project would contribute to the overarching goal of increased productivity and overall production of horticultural products and improved animal production and health. The technical strategy for achieving this objective is based on the delivery of extension and investment support through strengthened mechanisms. The National Horticulture and Livestock Project (NHLP) would have three components: (1) Horticultural Production, (2) Animal Production and Health, and (3) Implementation Management and Technical Assistance Support. These activities would be implemented in 100 focus districts spread over time as conditions warrant in up to 22 target provinces.</p> <p style="text-align:justify;">Note: NHLP reserves the right to select one or more candidates from this vacancy announcement for the same region. <p>The Policy Department in the Ministry of Finance supports a whole of government approach to strategic policy development and implementation through the national budget. The operationalization of the Afghanistan Peace and Development Framework (ANPDF), requires the development of some new policy frameworks, and review and alignment of others. The Policy Department is responsible for overseeing this and driving it forward, in support of other implementing government entities.</p> <p>The Independent Directorate for Local Governance (IDLG) was established through a presidential decree in August 2007. Its mandate is to strengthen local governance, help maintain security and facilitate development. IDLG with support from national and international organizations will take firm collective steps to help strengthen local administrations. In this context, IDLG has initiated four pillars of interventions for sub-national governance: 1) policy development; 2) Institutional building; 3) broader local governance – governance programs; and 4) support regular functions.</p> <p>An immediate priority of the government is the development of a new sub-national governance policy and its implementation with the support of a dedicated National Priority Program (NPP) under an established task force, co-chaired by MoF and IDLG. Assistance within MoF and IDLG is required to strengthen the ability of government to develop budgetable policies and programs in accordance with the priorities of government, through the government processes designated to organise this process – the Development Councils. The role of the Senior Policy Analyst sits across these functions, supporting MoF and IDLG to manage the development of new policies and programs through the Councils. </p>

<p>Background:</p> <p>The availability of adequate and affordable housing is a basic human need, yet in most cities of Afghanistan much of the population occupies the most rudimentary forms of shelter. The inability of housing programs in the past to provide affordable housing have forced the mass of the country’s urban population into lower quality of housing such as slums and squatter settlements. Provision of affordable Housing is one of the main role of the state to improve living conditions of the inhabitants either by direct provision or by enabling its provision. Different policies are needed to be developed to solve the housing problems especially for poor and low income segments of the population.</p> <p>The Ministry of Urban Development and Housing - MUDH of Government of Islamic Republic of Afghanistan GoIRA has taken the initiative to design and develop the National Housing Program (NHP) to enhance the housing sector and help address housing related issues across the country. Afghanistan’s National Housing Program (NHP) will facilitate the enabling environment for provision of various Affordable Housings Schemes to the different income categories under a systematic mechanism. The various housing typologies offered would be tailored to the needs of different income categories in 34 provinces of Afghanistan on a long term sharia complaint mortgage basis, through partnership with financial institutions, private sector investors, banks, constructions companies, communities and urban sector stakeholders.</p> <p>The National Housing Program will contribute to addressing the housing needs of various income categories through its program components including national housing policy, national housing strategy, conducting a national housing assessment to get a clearer picture of the housing sector across the country, coordination with financial institutions for mortgage financing schemes, and developing housing projects in various parts of the country subject to availability of funding from internal and external sources.</p>
