<p style="direction: rtl;"><strong>معرفی پروگرام: </strong><br />این برنامه (کارآموزی) از سوی وزارت عدلیه با همکاری مالی دفتر <span dir="LTR">GIZ</span> به مدت شش ماه برای فارغین طبقه اناث به راه انداخته میشود.<br />این پروگرام بر مبنای استراتیژی وزارت عدلیه و پلان کاری ملی زنان افغانستان (نپوا) در خصوص افزایش کارکنان اناث در چوکات کاری این وزارت طرح و تطبیق میگردد<span dir="LTR">.</span> این برنامه زمینه تجارب عملی را برای کارآموزان اناث در محیط کاری وزارت عدلیه فراهم کرده و توانایی های آنان را در بخش های مسلکی و اداری با استفاده از روش های آموزش دهی (<span dir="LTR">Training</span>) و مشوره دهی(<span dir="LTR">Mentoring</span>) تقویت می نماید. در ختم دوره کار آموزی، کارآموزان تجارب و مهارت های کافی را کسب نموده که این تجارب و مهارت ها آنها را در قسمت واجد شرایط شدن جهت احراز بست های خالی از طریق رقابت کمک مینماید.<br />این پروگرام به منظور کسب تجارب کاری برای محصلین اناث که از پوهنحی های حقوق و علوم سیاسی&nbsp;، شرعیات ، اقتصاد و اداره و منجمنت یکی از پوهنتون های دولتی و خصوصی فارغ شده باشند طرح شده است. پروسه استخدام دوره کارآموزی از طریق رقابت آزاد و بطور عادلانه توسط کمیته موظف صورت می گیرد.<br />&nbsp;</p>

<p style="text-align: right;">&nbsp;<br /><strong>وزارت زراعت، آبیاری و مالداری</strong><strong><span dir="LTR">:</span></strong><br />وزارت زراعت، آبیاری و مالداری، یکی از وزارت&zwnj; های سکتوری حکومت افغانستان است. با در نظرداشت تقریباً سه دهه ناآرامی، جنگ، خشکسالی و افزایش چشمگیر در تولید کوکنار، وزارت زراعت تلاش دارد با کمک به دهاقین، اقتصاد زراعتیِکشور&nbsp; را احیاء کند، تولید و بهره&zwnj;برداری&nbsp; را رشد دهد، منابع طبیعی افغانستان را بمنظور&nbsp; رشد پایدار مدیریت و حفاظت نماید، زیربناها و سیستم&zwnj;های آبیاری برای زراعت در مناطق روستایی را بهبود بخشد و مارکیت&zwnj;های محصولات زراعتی را توسعه&nbsp; دهد ونیز در ارتقای ظرفیت منابع بشری تلاش نماید. . ماموریت وزارت زراعت، ، کاهش سطح فقر در افغانستان و تضمین، و مصونیت غذایی برای همه&nbsp; مردم است. بنابرآن دستورالعمل&zwnj; جدید در سکتور زراعت، بالای افزایش کمیت تولیدات زراعتی ،و تمرکز بالای محصولات زراعتیکه&zwnj; دارای ارزش بیشتر هستند از طریق روش&zwnj;های مناسب تقویت زنجیرۀ ارزش، معطوف میدارد.</p> <p style="text-align: right;"><strong>هدف برنامه </strong><span dir="LTR">CBR</span><strong>:</strong><br />این بست جزء از بست های برنامه <span dir="LTR">CBR </span>&nbsp;وزارت زراعت، آبیاری و مالداری می باشد. برنامه <span dir="LTR">CBR</span> یک برنامه بسیار مهم و ارزشمند وزارت زراعت بوده که هدف کلی آن بالا بردن ظرفیت کاری وزارت از طریق اصلاحات تشکیلاتی و برنامه های ارتقاء ظرفیت می باشد.<br />&nbsp;</p> <div style="text-align: right;">اشخاصی که از طریق برنامه <span dir="LTR">CBR</span> استخدام می گردند، باید از ظرفیت فوق العاده ای کاری برخوردار بوده تا در روند اصلاحات در وزارت همکاری جدی نموده تا وزارت بتواند عرضه خدمات بهتر و موثر را به مردم افغانستان ارایه نماید. شخص استخدام شده دراین بست باید توجه به نتایج کاری داشته و همکاری لازم در بدست آوردن اهداف برنامه <span dir="LTR">CBR</span> در وزارت داشته باشند. اشخاص که بحیث کدر برنامه <span dir="LTR">CBR</span> استخدام می گردند، برنامه های تخصصی ارتقاء ظرفیت برای شان در نظر گرفته شده است.</div>

<p>As part of the DFID-funded Strategic Support to the Ministry of Interior (SSMI) Programme, Coffey International is seeking a Monitoring &amp; Evaluation (M&amp;E) Advisor. &nbsp;The M&amp;E Advisor will work in support of Ministry of Interior (MoI) officials in the Deputy Ministry of Policy and Strategy and other related Deputy Ministries and departments, including the newly established General Directorate of Monitoring &amp; Evaluation. The employee&rsquo;s primary responsibilities will be to support overall improvements in MoI&rsquo;s strategic management, including the development of M&amp;E functions and structures within the Deputy Ministry of Policy and Strategy and in various MoI departments and police pillars which are prioritized for SSMI program activities.<br />&nbsp;</p>

Capacity Building for Results Facility &ldquo;CBR&rdquo; is an Afghan led reform and capacity building program, funded through Afghanistan Reconstruction Trust Fund (ARTF) under the Afghan National Budget. CBR program is managed by the Ministry of Finance and IARCSC and is supervised by a Steering Committee chaired by H. E. the Minister of Finance. The CBR aims to assist the government in improving the capacity and performance of SELECT SQL_CACHE line ministries in carrying out their mandates and delivering services to the Afghan people.&nbsp; To help reduce the reliance on externally financed staff, CBR supports the creation of a specialized and highly qualified cadre of civil servants, with the capacity to manage critical government reforms, and ensure that critical services are sustained. Specific capacity and institution building programs will be implemented with systematic monitoring of and reporting on results. <p>Afghanistan has high potential of agricultural production but due to war and natural disasters, the country agricultural production is still not enough to feed its growing population. &nbsp;According to the National Risk and Vulnerability Assessment (NRVA) for 2007-2008, the poverty rate in rural areas is 36% and 45% of rural populations do not meet minimum food requirements. With over 75% of the Afghan population living in rural areas, agricultural development is therefore seen as a crucial sector for the development and stability of the country.<br />The Enhanced Agricultural Value Chains For Sustainable Livelihoods Project ( EAVS or &ldquo;the JFPR project&rdquo;) focuses on increasing farm income and &nbsp;improving the livelihoods of the rural population specially&nbsp; the potato and onion producer farmers, the JFPR project will be implemented over 48 months in the central three provinces of Afghanistan&nbsp;to reduce storage losses of potatoes and onions through constructing potato and onion storages&nbsp;towards &nbsp;an increased agricultural productivity.<br />The Ministry of Agriculture, Irrigation and Livestock ( MAIL) has been appointed as the Implementing Agency for the project. A central management unit (PMU) based at MAIL in Kabul will be actually responsible for the implementation, working closely with the provincial departments of DAIL and the farmers community</p>

<p>In accordance with the Decree 4 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Energy and Water (MEW) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.<br />The Government of Afghanistan has identified the rehabilitation and expansion of the country&#39;s physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the energy sector occupies special prominence in the Government&#39;s development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Energy and Water (MEW).<br />Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MEW assists its administration that will be based in Kabul and will reinforce MEW in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.<br />&nbsp;</p>

<p>&nbsp;<br />The National Solidarity Program (NSP) is the largest of the Afghanistan Government&rsquo;s national programs and is one of the largestcommunity driven development program in the world. The Program is implemented by the Afghanistan Ministry of Rural Rehabilitation and Development (MRRD) and is currently into its 13th year of implementation its and 3rd phase.&nbsp;<br />NSP consists of four core elements:<br />&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Facilitation at the community level to assist communities establish inclusive community institutions known as Community Development Councils (CDCs);<br />&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Building the capacity of CDCs and community members;<br />&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Providing direct block grant transfers to fund approved subprojects; and<br />&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Linking CDCs to government agencies, NGOs and donors to improve access to services and resources.<br />By the end of NSP III, i.e. September 2016, the NSP proposes to cover around 35,600 communities with a first round of block grants and around 11,800 communities with a repeater block grant. The oversight and management of the NSP is handled by a Project Implementation Unit (PIU) comprising 1 HQ and 34 provincial management units. The HQ offices comprise two directorates and 9 departments. The PIU also contracts a firm to serve as its Financial Management Agent (FMA). NSP&#39;s field facilitation of the communities is contracted to 31 firms, including NGOs, a UN agency and some private firms that form the NSP &#39;Facilitating Partners&rsquo; (FPs). The communities, through elected CDCs, themselves arethe Implementing Partners.&nbsp;</p>

<p>Background:<br />The Government of Afghanistan has laid out its vision of reforms in the social protection sector in the Afghanistan National Development Strategy (ANDS) &ndash; both in the pensions and safety net areas. In pensions, the main objective is to ensure fiscal sustainability and mitigate fiscal impact of the Pay and Grading reform on the pension program, making it consistent with the broader public sector reform agenda. The strategy also recognizes that it is critically important to develop fiscally sound and well-targeted social protection interventions, including Pension system, safety nets for improving the poverty outcomes in the country.<br />More specifically, the Safety Nets and Pensions Support Project (SNPSP) is expected to contribute in the Designing and implementing administrative modernization of the Public Sector Pension Program (PSPP) system, Designing and implementing administrative modernization of the Martyrs and Disabled Pension Program (MDPP) system, Developing administrative systems for safety net interventions, Delivering targeted benefit payments in pilot districts (including, payment service provider&#39;s fee and FPs services) and Designing and implementing targeting, process and impact evaluation of safety nets interventions.<br />The project was initiated in early 2010 with the financial support from World Bank/IDA grants and will continue until June 2016. A Project support Team (PST) has been set up in MoLSAMD. The PST is responsible for formulating and implementing activities under the project.<br />&nbsp;</p>
