<p>~~Background: At present primary health care is implemented largely through NGOs. Nevertheless, Provincial departments of health are responsible to effectively and efficiently play their stewardship role and carry out their core functions to meet the MoPH priorities and local needs. They have to implement the MoPH policies, strategies, guidelines, protocols, norms and standards at provincial level in coordination with all relevant stakeholders to achieve better health outcomes. Improvement of provincial health system and health services will need a good capacity at provincial level which in turn needs a strong support from central ministry.<br /> A more systematic approach to capacity building of sub-national levels with the defined objective of strengthening transparent and inclusive decision-making, planning and budgeting as well as implementation and monitoring of health related projects at the provincial level will be undertaken. The National Senior Technical Advisor will support the Provincial Health Teams under the second component of SEHAT to strengthens the health system at provincial level and provide technical support to PPHOs to enhance their capacity to play their stewardship, management and leadership role through performing their Core Functions and Tasks as per the set performance standards.<br />  </p>

<p style="text-align:justify;"><strong>Background:</strong></p> <p style="text-align:justify;">The Ministry of Finance (MoF) is specifically responsible for the management and execution of the budget, collection of taxes, organization and control of public expenditure and payments to the government and finally the management of Customs. Every government has to know the status of its revenues and expenditures, the management of its financial resources and to allocate them effectively.<br /> The major portion of the Afghan budget is financed by international assistance. The Ministry of Finance as the responsible body for public finance and expenditure is increasing step by step its influence on coordination and management of international financial assistance to Afghanistan, and convincing donors to channel more funds through the government treasury.<br /> For the past few years, the Ministry of Finance has been trying to regulate its activities according to international rules and regulations. To achieve this goal, the MoF established a Staff recruitment Section as well as a Policy Design and Execution Unit, and has continually embarked on training and capacity building of its staff.<br /> The aim of the MoF is to manage the financial affairs of the country through scientific economic principles so that Afghanistan becomes economically sustainable, secure and self-sufficient that is to ensure that public wealth is used in an accountable and transparent manner.</p> <p style="text-align:justify;"><strong>Summary of SCAN Project</strong></p> <p style="text-align:justify;">SCAN Project Initiated by Chief of Staff Office, to secure the historical records of archive (Amlak) by converting them into digital format. And created database to bring centralized system of all records and provide standard Digital Archive.</p> <p style="text-align:justify;">Data entry staff plays a key role in ensuring that data collected and recorded accurately entered into the Scan database and all instruments and associated tracking forms are systematically sorted and filed.</p> <p style="text-align:justify;"> </p>

<p>Background:</p> <p>The availability of adequate and affordable housing is a basic human need, yet in most cities of Afghanistan much of the population occupies the most rudimentary forms of shelter. The inability of housing programs in the past to provide affordable housing have forced the mass of the country’s urban population into lower quality of housing such as slums and squatter settlements. Provision of affordable Housing is one of the main role of the state to improve living conditions of the inhabitants either by direct provision or by enabling its provision. Different policies are needed to be developed to solve the housing problems especially for poor and low income segments of the population.</p> <p>The Ministry of Urban Development and Housing - MUDH of Government of Islamic Republic of Afghanistan GoIRA has taken the initiative to design and develop the National Housing Program (NHP) to enhance the housing sector and help address housing related issues across the country. Afghanistan’s National Housing Program (NHP) will facilitate the enabling environment for provision of various Affordable Housings Schemes to the different income categories under a systematic mechanism. The various housing typologies offered would be tailored to the needs of different income categories in 34 provinces of Afghanistan on a long term sharia complaint mortgage basis, through partnership with financial institutions, private sector investors, banks, constructions companies, communities and urban sector stakeholders.</p> <p>The National Housing Program will contribute to addressing the housing needs of various income categories through its program components including national housing policy, national housing strategy, conducting a national housing assessment to get a clearer picture of the housing sector across the country, coordination with financial institutions for mortgage financing schemes, and developing housing projects in various parts of the country subject to availability of funding from internal and external sources.</p>

<p>In accordance with the Decree 4 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Energy and Water (MEW) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.</p> <p>The Government of Afghanistan has identified the rehabilitation and expansion of the countrys physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the energy sector occupies special prominence in the Governments development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Energy and Water (MEW).</p> <p>Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MEW assists its administration that will be based in Kabul and will reinforce MEW in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.</p>

<p><strong>About the High Economic Council</strong></p> <p style="text-align:justify;">The High Economic Council (HEC) is part of coordination mechanism for Afghan government’s development strategy which was approved by the Cabinet Meeting on September 2, 2015 (11/6/1394) and later established based on Presidential Decree No. 20 dated April 14, 2016 (26/1/1395) of the President of Islamic Republic of Afghanistan, to coordinate and make decisions on drafting and implementation of economic and development reform programs as well as to regulate foreign and domestic investment activities.</p>
